The ActiveX Security warning should pop in 5 seconds. Click Yes to install. You must have Javascript enabled and allow ActiveX (default Internet Explorer settings).
If you have previously uninstalled the toolbar, there is a mechanism to prevent it from being installed again by mistake. Execute this file (AllowInstall.reg), delete your cookies, close your browser and reopen this page to allow installation again.
